Plan Review for Water and Fire Service

Coastside County Water District must approve water and fire service for new construction, tenant improvements, remodels, and additions. Applicants must submit specific forms and drawings for the District to review. The District reviews projects for compliance with District rules and regulations.

There are two application categories: (1) Building and (2) Public Works. Below is a description of the application categories, application types and additional documents that need to be submitted. Contact us at planreview@coastsidewater.org with any questions or concerns.

PLANNING
All project types when the Planning Authority (city or county) requests comments from the District when a project is in the planning phase of development. Required documents to start review process:

1. Agency Referral Form
2. Plan Set (Drawings)

RESIDENTIAL
Multi-family and single-family project types. Required documents include:

1. The most current – preferably approved – complete plan set of drawings and other required submittals provided to the county. If your project is in the City of Half Moon Bay, the city will forward the submittals directly to Coastside County Water District.
2. Water Demand Worksheet
   1. Single Family Residential
   2. Single Family Residential with ADU
   3. Duplex
   4. Multi-Family Residential
   5. Other – Please contact the Water Resource Analyst for custom water demand form.
3. Property owner authorization (standard PDF or fillable PDF) of third party for water and fire service(s) as applicant.
4. Incomplete and inaccurate submittals will delay your approval for water and fire service(s).
5. Coastside County Water District does not defer fire sprinkler approval.

COMMERCIAL
All non-residential (commercial, industrial, institutional, and agricultural) project types. Required documents include:

1. The most current—preferably approved—complete plan set of drawings and other required submittals provided to the county. If your project is in the City of Half Moon Bay, the city will forward the submittals directly to Coastside County Water District.
2. Water Demand Worksheet
   1. Commercial
   2. Irrigation
3. Property owner authorization (standard PDF or fillable PDF) of third party for water and fire service(s) as applicant.
4. Incomplete and inaccurate submittals will delay your approval for water and fire service(s).
5. Coastside County Water District does not defer fire sprinkler approval.

FIRE SPRINKLER SYSTEMS
Commercial and residential fire sprinkler system approval is not deferred. It is a separate but concurrent approval with domestic and irrigation approvals. The required documents include:

1. The most current—preferably approved—complete plan set of drawings and other required submittals provided to the county. If your project is in the City of Half Moon Bay, the city will forward the submittals directly to Coastside County Water District.
2. The approval letter from Coastside Fire Protection District that includes the determination of the required hydraulic demand in gallons per minute (gpm) and pounds per square inch (psi).
3. Property owner authorization (standard PDF or fillable PDF) of third party for water and fire service(s) as applicant.
4. Incomplete and inaccurate submittals will delay your approval for water and fire service(s).

PUBLIC WORKS PROJECTS, NEW FIRE HYDRANTS, AND MAIN LINE EXTENSIONS
Required documents to start the review process:

1. Plan Set with Civil Drawings, Easements, and Utility Plan
2. Other Documents as Requested
